On April 20, 2023,Proposals for Countermeasures for Publicity Related to the Reincarnation Affairs of Living Buddhas of Tibetan Buddhism,written by Guo Yonghu, the expert of the CNNSC,was submitted to the Department of Cultural Propaganda of the State People's Committee and was recognized. The Department of Cultural Propaganda of the State People's Committee believed that the series of reports responded to some important issues and had some realistic value for ethnic outreach.
